FORM OF GOVERNMENT
Town of Walnut Grove is governed by the Code Charter form of
Government.
The code charter form of municipal government in Mississippi is the
form of government for the vast majority of Mississippi's 297 towns
and cities. It is also known as the weak-mayor form of government
because this describes the relationship between the mayor and
board. A code charter municipality elects a mayor and 5 aldermen or
7 depending on population. The statute requires that the
municipality have a chief of police, a tax collector and tax
assessor (which may be one individual), and a town clerk.
These positions can be held by appointment or election at the option
of the charter. In the majority of municipalities, these positions
are appointed. Walnut Grove's five aldermen are elected in
non-partisan elections in June held every four years to 5 at-large
positions.
DUTIES OF THE BOARD
Although the mayor presides over all meeting of the board of
aldermen, only members of the board may make motions and cast votes
(except in case of equal division, where the mayor may cast the
deciding vote). The board of aldermen is required to elect from
among its members a mayor pro tempore to preside over its meetings
and otherwise serve in the place of the mayor in cases of his
"temporary absence" or "disability". The board is also required to
submit all its ordinances, resolutions, and orders to the mayor for
approval or veto; and in the event the mayor vetoes any measure, the
board my override the veto by a vote of two-thirds (2/3) (i.e. 4
aldermen) of the members.
MEETINGS
The
mayor and board of aldermen are required to hold regular meetings on
the first Tuesday of each month, at a time and place fixed by
ordinance. The second regular meeting may be held when established
by ordinance, but that meeting must take place not less than two (2)
weeks, or more than three (3) weeks, after the first meeting. If a
regular meeting falls on a holiday, the board will meet the
following day. A quorum for the transaction of business requires a
majority of all the aldermen. By written notice, the mayor or at
least two (2) aldermen may call a special meeting. All meetings are
subject to the provisions of the Open Meetings Act (Code 25-41-1
through 25-41-17). This act permits closed meetings under certain
circumstances.
